Yes, using this technique properly on the street will reduce wear and tear on the clutch, transmission, and engine mounts. It reduces the "jolt" to the car when the engine is forced to match the wheel speed when you clutch out after the shift.

Depends which aspect of it. On the street, many people just coast around turns in neutral (or with their clutch down, which is bad, track or otherwise). On the track, you always want to be in gear, so that you can lay down on the gas ASAP, or just so that you have power to evade something unforeseen. The rev matching part is useful on the track, and for downshifting street drivers.

You just lay down on the blip a little longer to gain more revs to meet the 2nd gear ceiling asap. I skip from 5th to 3rd all the time doing this. 5th to 2nd requires a longer brake + clutch window, but the key is to find your rev on the tach to meet your lower gear. A good indicator is feeling the gear lever drop into the gate, instead of forcing it. If the lever falls in, the revs are right. It takes alot of practice to control revs with the edge of your foot while braking.

At race speeds it is essential to do this technique or else you can unbalance the car and lose control, as well as damage the transmission. This technique makes for a smooth gear change and is better on the transmission.
